Minor is an outcome severity level: errors are quickly caught and cheaply corrected — no lasting harm if the monitoring loop works.

Appropriate quality gates: logging, proportionate testing, periodic human audit of outcome distributions — not per-decision ceremony unless frequency × task nature demands more.

A task initially classified minor may escalate in effective severity when downstream uses accumulate — revisit classification as an L0 governance event, not a silent config change.
