Certification cited for legitimacy — while scope is ignored or competence is assumed from the badge
Certification legitimizes within defined scope — out-of-scope use and badge-only approval are uncertified binds dressed as authorized.
The credential appears in the record. Auditors see board-certified-radiologist, ISO-27001, FDA-cleared, GCP-certified. Operationally the bind would be the same — or as weak — without the badge, because scope was ignored, competence was never exercised, or the certificate is stale. That is credential theatre: legitimacy performance without the authorization chain the badge claims.
When Social Stability Matters More Than Quality — certification does not make the same judgment better; it legitimizes within scope. Credential theatre collapses that distinction.
Common forms
Out-of-scope use
Certified radiologist on studies outside subspecialty. Regulator-cleared model deployed on a population or task outside validation. Process badge cited while deviations are concealed — see record falsification.
Badge substitutes for read
Three-second approval with credential metadata attached but no evidence review — rubber-stamp approval wearing a license.
Process certification without process
SOC/ISO/GxP folders exist; per-decision steps are not performed; audit exports show compliance theatre at the quality layer simultaneously.
Stale or forged grant
CertificationGranted missing, expired, or from an illegitimate issuer — legitimacy lost downstream (art. 35).
vs quality failure
Credential theatre is a legitimacy-side theatre failure. Poor judgment with valid in-scope certification is a quality / processor fidelity problem — different fix.
Counter direction
Record CertificationGranted as L0 with scope and expiry. Enforce scope in workflow. Treat out-of-scope bind as uncertified. Pair legitimacy badges with quality mechanisms (art. 20) when judgment matters — badge does not replace them.
