Quality

Quality (at the commitment boundary) is whether the bind read evidence well — processor fidelity at commit time, independent challenge applied, calibration honest. It answers whether the decision was a good read, not who may commit (legitimacy) or who will carry it.

Quality is not legitimacy. The same read can occur with or without certification, vote, or entitlement. Quality mechanisms change or stress-test the read; they do not, by themselves, buy acceptance.

Strengthening the Commitment Boundary develops blind peer review, AI stress testing, disclosed model disagreement, experiment architecture, derivation on D-F questions, and calibration with provenance in depth.

What quality is not

• Certification or democracy — those legitimize; see legitimacy (art. 35)
• Meritocracy alone — overlap of quality and legitimacy (art. 36)
• Popularity or rank — standing without track record is not measured calibration
• Consensus workshops on knowable answers — vote on physics
