Organisational toxicity (in this corpus) is a sustained hostile climate — fear, cynicism, retaliation — where honest challenge is unsafe and errors compound.

A2 — working stance: predominantly a symptom of broken systems (forced alignment, loyalty over truth, absent contestability).

A1 — adopted stance: system and individual interact. Broken structure applies pressure — often producing burnout and moral injury — and people differ in how quickly behaviour erodes under that load. Better systems reduce the likelihood of toxic acts; individuals remain responsible for integrity and for how their choices shape the climate (compliance, cover-up, challenge, exit). Neither “system-only” nor “individual-only” framing is sufficient when harm is done.

Remedy direction: psychological safety as structure, not posters — plus named accountability for misconduct.
