Psychological safety is proclaimed — retaliation, forced alignment, and hollow channels remain

Claimed effect

Values campaigns, anonymous hotlines, and pulse surveys satisfy auditors and HR metrics while dissent remains career-limited and contests never change outcomes.

Speak-up theatre is a dark pattern: the organisation invests in the appearance of psychological safety — town halls, “radical candour” training, ethics hotlines, engagement surveys — while structure still punishes good-faith challenge and contest paths do not work.

The pattern works in narrow terms: engagement scores improve briefly; regulators see policies; leaders can claim openness. Long-term, organisational toxicity and values drift accelerate because truth moves underground.

The pattern

  1. Proclaim safety — posters, workshops, leadership videos.
  2. Avoid structural contestability — no L0 contest events, no measured overturn rates, no protection from retaliation.
  3. Reward visible alignment — promotions to agreeable executors; formal performance warnings for people who raise concerns (PIP for “negativity”).
  4. Measure activity, not outcomes — hotline call volume, not resolution quality or supersession rate.

The claimed effect

Reduced legal exposure, improved employer brand, “best place to speak up” lists. Leadership feels modern and humane.

In software systems

Anonymous reporting tools with tickets auto-closed. “Feedback” widgets that aggregate sentiment without linking to decision ids. Override logs exist but trigger manager alerts on the reporter.

In human organisations

Ombuds without power to trigger supersession. Safety committees that never see pre-bind evidence. Retaliation disguised as performance management — PIP for “negativity” and heterophobic persecution.

In socio-technical systems

Pulse surveys after layoffs; algorithmic “culture fit” scores penalising dissent language. Surveillance framed as listening (surveillance as accountability).

What it violates

Values: Psychological safety, epistemic humility, H0, accountability.

Principles: Contestability — speaking up must connect to recorded challenge and resolution, not theatre.

How to protect the organisation

  • Contestability before posters — working appeal paths with L0 audit trail.
  • Measure overturn and time-to-resolution — zero overturn with high contest rate signals theatre.
  • No retaliation policy with teeth — track HR actions following contests.
  • Pair with loyalty-over-truth diagnosis — name the anti-pattern when loyalty tests remain.
